If your site really needs e-commerce, a shopping cart, payment processing, or custom booking and quote logic, that's out of scope. So are businesses that haven't started trading yet and donation-funded charities that can't meet the "mostly commercial income" test for these specific business funds, though charities and community organisations are still very much work I do, funded differently or full-cost. I'll point you somewhere better rather than sell you the wrong thing.
